Without a better description, this could be one of several objects.

If it has any sort of weight to it, then it could be a small spin casting lure for an ultra light type outfit, the weight is needed for the lure to carry the line out with it onto the water.

If it has almost no weight then it could be a fly fishing type dry fly or top water popper. It would have almost no weight because the weight of the fly line carries it out onto the water. There are large fly fishing dry flies and small fly fishing poppers. The poppers are usually used for pan fish or bass. The large dry flies are used for almost any type of fish.

Either way, once it is on the water then the standard is to let it sit for a few seconds then give it a twitch or a short jerk if it is a popper, then let it sit and do it again, for a few feet then you can just reel it in and cast it out again.

Have fun fishing with it.
