I can clearly see from the rig that this is taken from a cat of some sorts. Don’t think it’s ‘quite’ as dramatic as the title makes out.

I agree, that wasn’t a little girl and that was NOT windy weather. The guy who took the video must have been a landlubber or something because that was calm compared to what I have seen.
