The best is a relative term as in what best fits your budget, where can I best get parts or warranty service done, or what is best for my needs, so with that in mind there are many possibilities. The “best” without price as a consideration would be a Van Staal spinning reel. Other “best” reels would be Daiwa Saltiga, top of the line Shimano or Penn products would be good choices.
That’s like asking who makes the best car/truck on the market.
Everyone has their own personal preferences.

These reels I own and use, and all three brands hold up well for any fresh water application. They also make reels that would be good for surf fishing.
Shimano
Shimano also makes great reels, I do not have any, but have friends who think they are great. My self think they are over priced comp aired to other companies that make reels of the same quality.
If possible go to Bass Pro Shop, Cabela’s, or the like, ask to see a reel you are interested in and hold it in your hand see how it feels. Ask questions, my experience with BPS or Cabela’s has been great as far as getting honest replies to your questions about reels.

I used to be a loyal fan of Penn Z series. Once they did away with the series and started to market the Penn SS, I switched over to Shimano. For surf casting, I used the Shimano Baitrunner 4500B, and for smaller fish I use the Shimano Sedona or Sphereo.
Go with Shimano, they seem overpriced until you use one. Then you’ll understand exactly where that extra money went. Your going to get what you pay for.

spinning, van staal, baitcaster, fin-nor, fly, abel. Penn works well considering the price.
