Manufacturers like Daiwa, Okuma, Pinnacle, Mitchell, Zebco and who knows how many others used this sizing system for all or at least some of their spinning reels. Please note, this numbering system is for reference only and actual sizes could vary slightly.

67 is the number for the reel series.

You must be looking at the Pflueger, President??
Like James mentioned, “67″ is the brand code for a Pflueger Spinning reel and the “25-40″ is the size of the REEL.
The larger the reel, the heavier line you can spool.
